EMBOSS: C2 Installation

We have provided an installation script "make-all-static" with the EMBOSS Beta distribution.

The script is a work around for the PLPLOT graphics library which has a hand-crafted "./configure" script.

We are working on replacing this with automake and autoconf for PLPLOT. If we succeed, EMBOSS will build with "./configure" and "make".

Other packages that link to EMBOSS will have their usual installation procedures modified to include linking to EMBOSS libraries.

Issues:

1. Is the installation procedure working?
2. What additional help can be provided?
